Dartmouth Little League Code Of Conduct

DLL is committed to providing an environment in which all individuals are treated with respect. Furthermore, DLL supports equal opportunity and prohibits discriminatory practices. Members are expected to conduct themselves at all times in a manner consistent with the values of the league.

Membership in DLL brings with it many benefits and privileges. At the same time, members are expected to fulfill certain responsibilities and obligations, including but not limited to, complying with the policies, rules and regulations of the league. This policy applies to all categories of members of DLL, including but not limited to athletes, coaches, officials, volunteers, directors, officers, team managers, team captains, medical personnel, administrators and employees.

Members may be subject to sanctions subsequent to review by our Disciplinary Committee, for engaging in the following behaviour;

a) not complying with the rules, regulations and policies of DLL, as adopted and amended from time to time

b) deliberately disregarding the Rules of Baseball as amended from time to time

c) verbally or physically abusing an opponent, officials, spectators or sponsor

d) showing disrespect to officials, including the use of foul language and obscene or offensive gestures

e) abusing playing equipment or playing area

f) using tobacco products on-field at any DLL sanctioned competition

g) any other unreasonable conduct which brings the game into disrepute, including but not limited to, abusive use of alcohol, non-medical use of drugs, use of alcohol by minors

Minor Infractions:

a) a single incident of disrespectful, offensive, abusive, racist or sexist comments or behaviour directed towards others, including but not limited to peers, opponents, athletes, coaches, officials, administrators, spectators and sponsors

b) unsportsmanlike conduct such as angry outbursts or arguing

c) a single incident of being late for or absent from DLL events and activities at which attendance is expected or required

d) non-compliance with the rules and regulations under which Little League events are conducted at any level of play

Major Infractions:

a) repeated incidents of disrespectful, offensive, abusive, racist, or sexist comments or behaviour directed towards others, including but not limited to peers, opponents, athletes, coaches, officials, administrators, spectators and sponsors

b) playing under an assumed name, falsifying an affidavit or roster, or giving false information to league or tournament officials

c) repeated unsportsmanlike conduct such as angry outbursts or arguing

d) repeated incidents of being late for or absent from league events and activities at which attendance is expected or required

e) activities or behaviour which interfere with a competition or with any athlete’s preparation for competition

f) pranks, jokes or other activities which endanger the safety of others

g) deliberate disregard for the rules and regulations under which Little League events are conducted, at any level of play

h) abusive use of alcohol where abuse means a level of consumption which impairs the individual’s ability to speak, walk or drive; causes the individual to behave in a disruptive manner; or interferes with the individual’s ability to perform effectively and safely

i) any use of alcohol by minors j) use of illicit drugs and narcotics

Disciplinary Procedures:

All incidents will be reported to the Safety Officer either verbally, or with a written report as needed, within 10 days. The offending individual will be informed of the report by phone and/or letter and given the opportunity to provide information concerning the incident.

If uncontested, a judgment will be made by the Safety Officer with approval of the President.

If contested, a meeting will be held by the Disciplinary Committee as soon as is practicable.

The following disciplinary sanctions MAY be applied;

for Minor infractions:

a) letter of reprimand

b) written apology

c) suspension from league membership, coach/manager positions, committee participation, as deemed necessary

d) other sanctions as may be considered appropriate for the offense

for Major infractions:

a) letter of reprimand

b) written apology

c) suspension from future games

d) suspension from league membership, coach/manager positions, committee participation as deemed necessary

e) termination of league membership and expulsion from the league

Disciplinary sanctions will commence immediately following decision and are implemented at the sole discretion of the Disciplinary Committee. In applying the sanctions the Disciplinary Committee may have regard to the following aggravating or mitigating circumstances:

* the nature or severity of the offense,

* whether the incident is the first offense or has occurred repeatedly,

* the individual’s acknowledgment of responsibility

* extent of the individual’s remorse

* the age, maturity or experience of the individual

* the individual’s prospects for rehabilitation

Appeals Procedure: An appeal of any disciplinary matter will be conducted by a special meeting of the Board of Directors of DLL
